Position Summary: Responsible for the proper accounting of power costs. Provide for the financial control of the Cooperative's monthly Power Cost Recovery Factors (PCRF’s) applicable to all Brazos Electric wholesale tariffs. Monitor rate filings and compare other wholesale rates with Brazos Electric wholesale tariffs. Develop and prepare projections for power cost and sales revenue by wholesale customers in accordance with tariffs for the annual operating budget and financial forecasts. Maintain records for reporting to regulatory authorities. Supervise the preparation of the Cooperative’s annual budgets. Maintain good accounting practices and insure accuracy of output. Develop and communicate plans and procedures for the Department. Supervise Accountant-Budgets and Rates. Provide occasional work direction of other Department employees as directed. Manage the human resources in the section. Train and motivate personnel to assure proper skills, productivity and job satisfaction. Assume such authority as may be delegated. Perform other duties as required.
Responsibilities & Functions: Record, maintain and verify monthly power cost including purchased power, gas accounting, hedging portfolio, and settlement costs with ERCOT. Calculate power cost projections for all tariffs utilized at Brazos Electric as needed. Calculate and verify monthly Power Cost Recovery Factors (PCRF’s) applicable to all Brazos Electric wholesale tariffs. Verify monthly power bills for accuracy and compliance with wholesale tariffs. Verify monthly sales revenue and power cost. Prepare budgets and projections for power cost and sales revenue by wholesale customers in accordance with tariffs. Provide rate comparisons of various tariffs to the Brazos Electric wholesale tariffs. Monitor rate filings at the Public Utility Commission regarding tariffs filed and required filing of Brazos Electric. Direct the preparation of annual operating budget, develop final overall budget and provide monthly Departmental variance reports. Maintain working knowledge of changes in financial accounting standards of the Financial Accounting Standards Board. Insure proper accounting, data accumulation, and RUS compliance for subsidiaries, and affiliated companies and prepare annual audit schedules. Assist in preparation of tax return of the cooperative, subsidiary, and affiliated companies. Assist with the collection of data and development of information for wholesale rate cases. Maintain relationships internally with employees of the organization and externally with member cooperatives, interconnected cities, accounting associations and auditors to exchange information, guide, inform and assist.
Education and Experience Requirements: Bachelor's Degree with major in Accounting. CPA Certificate is preferred but substantial experience may be substituted. Minimum of 5 years related experience, preferably with an electric cooperative.
Physical and Environmental Requirements: Requires working inside in a controlled environment and occasionally outside in varying weather conditions. Requires sitting for extended periods of time. Requires working overtime and traveling at times with short notice. Requires hearing within normal range, hearing aids are permitted. Requires vision within normal range, corrective lens are permitted.
