The Buyer II is responsible for providing Procurement and Operational Support to the Procurement Services Department.
DUTIES & RESPONSIBILITIES:
Prepares bid documents for requested items as required by University procedures in order to purchase items at best value.
Assesses bids and provides recommendations to department heads concerning technical compatibility, lease vs. buy, best value, etc.
Responsible for review and accuracy of the formal bid tabulation, value assessment, and final award decisions.
Assists coordination of campus-wide service and maintenance contracts for the University as directed.
Reviews purchase orders for accuracy and compliance with policies of both the CPA-Texas Procurement and Support Services and the University as requested by Assistant Director.
Generates and maintains required documentation for the State of Texas and Texas A&M University System.
Responsible for regular monthly audits & analysis of the Universityâ™s procurement card expenditures to ensure compliance with procurement policies.
Responsible for the Universityâ™s eProcurement program, including, but not limited to: training, punch-out catalog implementation, customer concerns, and problem resolution.
Conducts and assists with the development of long-and short-range goals.
Performs research analysis techniques, to understand current procurement performance, trends, and to make recommendations for future procurement decisions, as directed.
Develops measurements and metrics for data analysis to be used for business decision-making, planning, and process improvement within Procurement Services, as directed.
Performs the collection of supplier data (e.g. industry trends, supplier performance and cost dynamics), as directed.
Serves as the Procurement Card Coordinator & eProcurement Specialist
Education: Bachelorâ™s degree or an equivalent combination of education and experience (High school diploma or GED with a minimum of four (4) years of related experience).
Experience / Knowledge / Skills: Two (2) years related purchasing and/or negotiation experience. Applicant must possess good PC skills and have an intermediate working knowledge of Microsoft Word and Microsoft Excel. Must possess excellent communication skills and an interpersonal service-oriented attitude. Must possess strong organizational and analytical abilities.
Ability to: Ability to multitask and work cooperatively with others. Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resource processes; to establish and maintain effective working relationships with applicants, employees, and the general public; and to communicate effectively
Licensing/Professional Certifications: CTP certification required or must be obtained within the first (1) year of employment.

Business Degree in business related field. Higher Education purchasing experience. Knowledge of the State of Texas HUB program. CTPM, CPM or other certifications.
